Scheme of theft of more than UAH 18 million in the construction of housing for the military exposed

On October 31, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) reported that the former head of the Department of Capital Construction of the Ministry of Defense of Ukraine was suspected of embezzling more than UAH 18 million allocated for the purchase of housing for the military.

This was reported to NABU.

The suspicion was also reported to the director of the developer company.

The investigation found that the head of the Department of Capital Construction of the Ministry of Defense, together with an accomplice, created the conditions for the transfer in the spring of 2015 of more than 18.66 million UAH to the developer company for allegedly ready 96 apartments in Kyiv.

In fact, the house was unfinished, had no interior decoration, no communications were connected to it, but the data was faked and indicated that the housing was ready.

The investigation began in autumn 2015.. For three years, the house was not really brought to a residential condition, so in the summer of 2020, NABU "reanimated the case."

The actions of both suspects were qualified by:
  • Part 5 of Article 191, "Assignment or embezzlement of another's property" (punished by a fine of two thousand to five thousand tax-free minimum wages, or correctional labor for up to two years, or restraint of liberty for a term up to four years);
  • and Part 1 of Article 366 of the Criminal Code of Ukraine - "Official forgery". (shall be punished by a fine of two thousand to four thousand tax-free minimum wages, or restraint of liberty for a term up to three years).
