"Self-mobilization" after the call of the leader of Chechnya, Ramzan Kadyrov, was launched at the local level in order to add additional strength to the Russian occupiers. This was stated at the Institute for the Study of War (ISW).

The Vladivostok Mayor's Office confirmed on September 16 that the city administration sends out letters to men aged 25 to 63 who have experience in military service and service in the reserve, are registered with the local military commissariat in Vladivostok. Citizens are invited to join the BARS (Combat Army Reserve of the country) or volunteer units of the Tiger (Marine Corps).

The mayor's office emphasized that "each recipient makes his own decision". Analysts note that recruiters are trying to confuse men into thinking that they have been formally and legally drafted.

Other regions also supported Kadyrov's idea of "self-mobilization". The governor of the Kirov region, Alexander Sokolov, announced that Kirov had formed his second volunteer battalion called Shironin, and stated that the regional volunteer battalion Vyatka was already fighting in Ukraine.

On September 16, the so-called "head" of the occupied Crimea, Sergei Aksyonov, announced that Crimea would intensify work on the recruitment of volunteers.

The governor of the Magadan region, Sergei Nosov, announced financial support for "self-mobilization" and called on all regions to join.

The heads of the Voronezh, Chuvash and Bashkir regions also announced their support for "self-mobilization" and that about 1,000 volunteers are already involved in the war against Ukraine.

Kemerovo governor Sergei Tsivilev promised financial support for volunteer battalions and said that many residents of Kemerovo were already fighting in the Russian army.

On September 16, Kadyrov himself announced that the Chechen battalions Akhmat, Vostok and Zapad were deployed to the Donbass. According to him, another Akhmat-1 detachment of 2,000 people has been created.

Recall that Kadyrov figured out how to save the Kremlin from general mobilization. He announced a plan of "self-mobilization".

In addition, Kadyrov assured that the Russian Federation would allegedly return control in the Kharkiv region and reach Odessa. At the same time, the head of Chechnya admitted that mistakes were made in the Kharkov direction.
