The Kremlin confirmed that the Russian military strikes at Ukraine's energy infrastructure because of the "refusal" of our government from negotiations.
This was stated by the press secretary of the President of the Russian Federation Dmitry Peskov, Interfax reports.

According to him, missile strikes are carried out on Ukraine's infrastructure facilities that directly or indirectly relate to its military potential.

Peskov also said that Ukrainians in many areas do not have electricity and heating, allegedly due to the actions of Kyiv, which, in particular, does not negotiate with Moscow.
"The unwillingness of the Ukrainian side to solve the problem, to enter into negotiations, moreover, the actions of the Ukrainian side to refuse an agreed understanding of the text [of the Istanbul agreements] and so on - these are all consequences, and this should also be discussed," Peskov said.
“It is hard to imagine public negotiations. They don’t happen,” Peskov said, adding that “Ukrainian counterparts have seven Fridays a week”. However, according to Peskov, all statements by Kyiv indicate that he "does not want any negotiations". Therefore, Russia will continue to achieve its goals by military means.
When asked about the goals of the war waged by Russia, Peskov said that they were brought to Ukraine in March and have not changed since then.
