Today, the Istanbul Convention comes into force in Ukraine

17:22 01 November Kyiv, Ukraine

On November 1, the Council of Europe Convention on the Prevention of Violence against Women and Domestic Violence enters into force in Ukraine.

This was announced by the Commissioner of the Verkhovna Rada for Human Rights Dmitry Lubinets.
“On November 1, 2022, the Istanbul Convention enters into force for Ukraine. According to it, the affected persons are provided with the best protection and support, assistance in their physical, psychological and social recovery,” the message says.
According to the Istanbul Convention, the following measures are provided for victims of violence:
  • application of protective orders;
  • ensuring that victims are informed about their rights and opportunities for assistance and protection;
  • ensuring the activities of specialized support services;
  • not keeping silent about the problem of domestic violence;
  • protection and support for children witnessing domestic violence.
However, according to Lubinets, despite the importance of the issue, especially in the context of a long war, there are myths about the Istanbul Convention.
“For example, the Istanbul Convention introduces the concept of “gender” into the national legislation of Ukraine, which will negatively affect the institution of the family.. At the same time, the concept of "gender equality" as an equal legal status of women and men has been used in the Law of Ukraine "On Ensuring Equal Rights and Opportunities for Women and Men" since 2005 and does no harm, - Lubinets stressed.
He added that opponents of the Istanbul Convention in Ukraine also appeal to the fact that the latter is contrary to religious traditions in Ukraine.. However, the convention does not regulate religious norms or beliefs, but emphasizes that culture, customs, religion, traditions or so-called honor should not be seen as justifying any act of violence.

Secretary General of the Council of Europe Maria Pejcinovic-Buric congratulated Ukraine on the entry into force of the Istanbul Convention.
She tweeted about it.
"I welcome the entry into force of the Istanbul Convention today in Ukraine and the United Kingdom," Pejcinovic-Buric said.
